Meet Nichele Carver

🧡 Experience
With more than 27 years of experience in the homeless services and housing field, Nichele Carver has led transformative work at the local, state, and federal levels. She most recently served as the Senior Regional Advisor for the U.S. Interagency Council on Homelessness (USICH), where she supported New York, New Jersey, and the New England states. Prior to that, she played a pivotal role in Virginia’s statewide housing efforts — helping the Commonwealth achieve a 34% decrease in overall homelessness and become the first state to functionally end veteran homelessness.
Nichele’s foundation in psychology and rehabilitation counseling has deeply informed her approach to systems work. She holds a bachelor’s degree from Virginia State University and a master’s from Virginia Commonwealth University, combining clinical insight with large scale strategy. She has consulted with national organizations, advised state agencies, and shaped policy and funding strategies that reflect the realities of communities most impacted by housing instability.

Nichele is a trusted national thought partner in strategic planning, policy advising, and equity-centered systems change. She was a founding member of the National Alliance to End Homelessness Racial Equity Network, served as co-chair of the Council of State Community Development Agencies’ National Homeless Committee, and was named one of Virginia’s Top 40 Under 40 in Housing.
Whether facilitating strategy sessions, leading trainings, or advising executive teams, she brings a unique blend of clarity, compassion, and results driven focus. Her leadership is marked by a deep respect for collaboration, a bias for action, and an unwavering commitment to uplifting the voices of those with lived experience.
