Shawna Johnson is an administrative and fiscal operations leader with nearly two decades of experience supporting public service systems across the Commonwealth of Virginia. Her work spans financial management, grant reimbursement oversight, human resources operations, and process improvement, always grounded in accuracy, transparency, and accountability.

Shawna currently serves as a Federal Funds Reimbursement Specialist with the Virginia Department of Behavioral Health & Developmental Services, where she leads the auditing, execution, and reporting of federal grant reimbursements in alignment with state and federal guidance. Her analytical approach and attention to detail help ensure public funds are managed responsibly and effectively.

She has previously served in key administrative and fiscal roles at the Virginia Department for Aging & Rehabilitative Services and the Virginia Department of Health, where she supported procurement, financial reconciliation, charge card administration, and customer service operations with consistency and care.

Shawna holds a Master of Science in Human Resource Management and a Post-Baccalaureate Certificate in Human Resource Management from Strayer University, as well as a Bachelor of Science in Business Administration from Virginia Commonwealth University. She has been recognized on both the National and University Dean’s Lists for academic excellence.

She is known for her professionalism, organizational expertise, and commitment to service, ensuring systems are not only compliant, but grounded in integrity and the people they are meant to support.
